Enabling customers to pre order when a product is sold out or more than inventory stock

I have a problem with WooCommerce:

I want when a customer ordered more than inventory stock, that the order get changed to pre-order and Registered, without charging customer for that pre order. When products on pre-order are available again, he can pay this order.

In other words:
When a product is sold out or more than inventory stock, I want to enable customers to pre order this item.

I only know plugins that allow you to set up products for pre order, but this is different from products which ran out of stock.
