Allow contributors to publish other contributors posts, but not their own

So I've been trying to find a plugin that allows contributors to publish other contributors posts but not their own.

I have tried Plugins like Members and User Access Control but they don't seen to have that functionality.

So far I've been able to use User Access Control to allow contributors to publish and edit other contributors posts but they can still publish their own posts if i have them set up like that.

Any advice would be greatly appreciated.
