Custom forms to post and grid-display on page

Please advice me before start work. Project is to:

• create a some forms to get user input (with file upload)
• display users input as grid on different pages
• Visitors can search through & rate
• Users can edit/add their input

For this

• Do I need to save forms data as Post?

I want to do this in WordPress using plugins but could not find what looking for. Guide me even If need to change the methodology.

• In short you can say a users review stuff...Do you recommend to use WordPress or custom-programming for this?
