wordpress add_rewrite_rule only working on root of site

I have a rewrite rule:

add_rewrite_rule('/agent\/([^\/]*)/', 'index.php?al=$matches[1]', 'top');

I need it to pass the two following tests:

http://ift.tt/1TLYZUW

http://ift.tt/1XFX7CT

It correctly redirects under the first condition, but does not redirect on the second condition. I've tested the regex and it passes under both conditions. Any ideas what I'm missing?
