Build a simple user Profile with pdf attachments

I would like to build a simple User Profile on Wordpress (Name, Insurances and PDF Attachments). I don't know how to achieve this:

There is an administrator, who upload the pdf files on backend. The user has the possibility to see those files on the frontend on his user profile (those files have to be specific for this user!).

Do you know any Coding tricks or plugins, which could do this? thanks.
