Need Help Moving Element on Wordpress Webpage

Hey guys I'm really stump on this problem. I'm trying to move this element (first image) on my webpage, but it won't budge. I believe I'm using the right selectors to edit, but nothing is happening. What should I do so that I am able to move this item properly? Thank you.
