disabled error in place of order in woocommerce checkout page

I select the anyone add to cart page then the product can be added to cart page, but in checkout page the place of order can be disabled. I tried to deactivate all plugin in my plugin(without woocommerce) at admin panel but the place of order cannot change to enable position. so please help me
